On Tuesday 14 May 2019, NSW Deputy Premier John Barilaro turned the first sod of soil at the Astra Aerolab site, marking the ceremonial commencement of early works. This coincided with the signing of a Heads of Agreement with major defence contractor, BAE Systems Australia.
